ICANN toothless as EstDomains stays up

Alleged dodgy ISP predicted to survive.

It seems ICANN is once again threatening to de-accredit EstDomains, a URL registrar and hosting service, according to a letter posted on ICANN's website.

In this latest development ICANN is claiming that the change of officers that was submitted by EstDomains in order to comply with the Registrar Accreditation Agreement (RAA) was not done properly, and therefore, won't be accepted. ICANN states that de-accreditation will take effect on November 24.

It's doubtful, however, that the termination of the agreement will actually take place. In this volley of letters, ICANN policies allow a sufficient amount of time for EstDomains to refile their change of officers, using whatever method was spelled out in the RAA, and gain yet another stay.

With the notices of termination posted to its website, ICANN is becoming a bit like the boy who cried wolf. Any notice that a registrar in violation of the RAA will be terminated ends up in a stay or being vacated.

While the notices may give ICANN a brief appearance of authority, the overall impact on cleaning up the domain registration system is negligible.
